According to www.vietnamplus.vn, Haiphong’s state budget revenue for the first nine months of 2026 totaled 74,427.8 billion VND, reaching 88.4% of the central government’s assigned target and 81.3% of the city People’s Council’s annual goal.
Budget Performance and September Surge
The Haiphong III Customs Sub-Department reported that September alone generated revenue equal to 131.2% of its monthly plan and 109% of its targeted indicator—surpassing the planned amount by 2,214 billion VND and the target by 764.5 billion VND. The Customs Clearance Team contributed 7,066.5 billion VND, accounting for nearly 76% of the month’s total revenue.
The Haiphong Export Processing and Industrial Zone Customs Office collected 1,678.3 billion VND, while Hai Duong Customs collected 484.3 billion VND, and the Inspection and Post-Clearance Team collected 10.8 billion VND.
In September, the sub-department processed 240,736 customs declarations, with total declared goods value reaching 13.9 billion USD—a 14.9% increase year-on-year. Imports amounted to 7.7 billion USD, exports to 6.2 billion USD, and taxable value stood at 2.6 billion USD.
Logistics and Port Infrastructure as Growth Drivers
The city attributes its trade growth to concurrent expansion in processing and manufacturing industries, foreign direct investment, and logistics infrastructure. As Vietnam’s largest northern port city, Haiphong integrates seaport systems, logistics services, industrial zones, and a specialized maritime and marine economy training center.
This integrated ecosystem supports rising cargo volumes through its ports, export-import activity, and logistics services—reinforcing Haiphong’s growing role in regional supply chains. The city is advancing its plan to become a modern international logistics hub, piloting the cross-sectoral SmartLog Haiphong platform and strengthening coordination among ports, customs, logistics providers, and cross-border e-commerce operations.
For the final quarter of 2026, agencies are intensifying efforts to meet annual fiscal targets—including streamlining trade facilitation, strengthening state management efficacy, and preventing revenue leakage. The Haiphong III Customs Sub-Department continues implementing centralized customs clearance, territorial reallocation, and organizational restructuring toward a leaner, higher-performing structure, while accelerating customs modernization and inter-agency collaboration.
