CBP pays $100B in IEEPA tariff refunds amid DOJ appeal

According to www.supplychaindive.com, U.S. Customs and Border Protection (CBP) has disbursed $100 billion in refunds tied to tariffs imposed under the International Emergency Economic Powers Act (IEEPA), as confirmed by agency official Brandon Lord in a filing with the Court of International Trade dated July 31, 2026.

Refund milestone achieved — but full processing remains stalled

The $100 billion represents paid refunds drawn from a total of $128.68 billion accepted through CBP’s dedicated IEEPA refund portal, which launched in April 2026. Despite this milestone, CBP has not yet activated functionality to process entries that have undergone final liquidation — a critical step for importers seeking full reconciliation. This delay stems from an ongoing Department of Justice appeal in the case Freestyle World Inc. v. United States of America, docket number 72304044, which remains pending before the Court of International Trade.

Corporate recipients and use of funds

Multiple major importers have received reimbursements, including Amazon, which reported last week it had recouped $600 million in IEEPA-related tariff refunds. Cosco and Walmart are also among the companies publicly acknowledging receipt of refunds. According to reporting, Amazon and Cosco plan to issue partial customer refunds using recovered funds, while Walmart and BJ’s Wholesale Club have indicated they will apply refunds toward price reductions for consumers.

Operational rollout and technical constraints

At the end of June 2026, CBP launched a new capability within its IEEPA refund portal to accept entries for shipments awaiting final tariff reconciliation. This update followed the portal’s initial April launch and reflects incremental progress in system functionality. However, the absence of final-liquidation processing means importers whose entries remain unresolved cannot yet claim full refunds — a gap affecting thousands of entries still in administrative limbo. The agency has not announced a timeline for enabling this feature.

Industry implications for supply chain finance

For supply chain professionals, the IEEPA refund program directly impacts working capital management and landed-cost modeling. The $100 billion disbursed represents one of the largest single-category tariff reimbursements in U.S. trade history. Practitioners must track both the status of individual entries and broader policy developments — particularly the outcome of the DOJ appeal, which could determine whether additional billions remain recoverable or become subject to further legal challenge. As of August 7, 2026, the published date of the original report, no resolution to the appeal had been reached.
