Strategic Coordination on Maritime Security

The two nations formalized their coordination during a bilateral ministerial dialogue held in Singapore in May 2024. Officials from Indonesia’s Ministry of Transportation and Singapore’s Ministry of Transport emphasized interoperability between national maritime surveillance systems and pledged joint patrols to deter piracy and illegal fishing. According to the report, these measures build upon the 2006 Indonesia–Singapore Memorandum of Understanding on Maritime Cooperation, which remains in force and has been updated with real-time vessel tracking protocols.

Economic Dependence on the Strait

The Strait of Malacca connects the Indian Ocean to the South China Sea and serves as the shortest sea route between the Middle East and East Asia. Over 80,000 vessels transit the strait annually — including tankers carrying crude oil from the Persian Gulf to refineries in Indonesia, Singapore, and Japan. Operational Integration and Digital Infrastructure

This initiative aligns with Singapore’s Maritime Digitalization Roadmap and Indonesia’s National Logistics Ecosystem Platform, both launched in 2022. Broader Regional Implications

The reaffirmation comes amid heightened regional attention to chokepoint resilience. Malaysia — the third littoral state of the Strait — participates in the Trilateral Cooperative Arrangement (TCA) with Indonesia and Singapore, established in 2004. Under the TCA, all three nations conduct joint air and sea patrols covering 1,000 nautical miles of the strait’s western approaches. According to the report, patrol frequency increased by 22% between 2022 and 2024, with over 1,200 coordinated operations conducted last year.
