Western Gateway Pipeline Advances Amid 20% CA Refining Loss

According to www.ttnews.com, Phillips 66 and Kinder Morgan Inc. have confirmed advancement of the Western Gateway pipeline following successful completion of a second open season on April 20, 2026 — a critical step indicating commercial readiness and customer commitment to reserved capacity.

Pipeline Design and Timeline

The Western Gateway network is scheduled to begin operations in mid-2029. Its infrastructure will include:

  • A new pipeline segment stretching from Borger, Texas, to Phoenix, Arizona;
  • Reversal of the existing Gold Pipeline (currently flowing Borger to St. Louis) to enable westward fuel transport;
  • Integration with Kinder Morgan’s CALNEV system to extend deliveries to Las Vegas.

A proposed map on the project’s official website also indicates planned interconnections with the Explorer pipeline serving refineries in Houston and Port Arthur, Texas, as well as proximity to three HF Sinclair refineries in Oklahoma, Kansas, and New Mexico, and a CHS Inc. refinery in Kansas.

Fuel Supply Crisis Driving Project Urgency

California and Arizona face some of the nation’s highest gasoline and diesel prices — a condition intensified by the recent closure of two California refineries, which collectively reduced the state’s refining capacity by approximately 20%. According to the report, this loss has significantly heightened regional dependence on fuel imported from other U.S. states and international sources.

This supply gap underscores the strategic importance of Western Gateway: it will deliver refined products from Gulf Coast and Midwest refiners directly to Western markets, bypassing costlier and less reliable rail and truck alternatives.

Commercial Validation Through Open Seasons

The project has now completed two formal open seasons — industry mechanisms where shippers signal binding interest in reserving pipeline capacity. The first concluded in December 2025; the second, finalized April 20, 2026, expanded delivery options and confirmed sufficient market demand to justify construction. As stated in the joint announcement:

“Phillips 66 and Kinder Morgan will proceed with the Western Gateway pipeline after completing a second open season, the companies said April 20.”

A Phillips 66 spokesperson declined to comment on the project map’s details. Representatives from HF Sinclair, Explorer Pipeline, and CHS Inc. did not respond to immediate requests for comment.
