Critical Infrastructure Vulnerability Management Fails Under Legacy Models

In physical infrastructure such as power plants, water treatment facilities, and transportation control systems, operational failure can trigger cascading safety consequences. As OT risk outpaces IT-era security models, the report cites a 13% global rise in government ransomware attacks to 187 incidents in the first half of 2026. The Gentleman—a known advanced persistent threat group—was identified as the most active actor during that period.

Implementation Timeline and Enforcement Mechanisms

The order establishes a 90-day implementation window for agencies to submit compliance roadmaps to the Office of Management and Budget. It tasks the Defense Logistics Agency (DLA) with certifying domestic material sources by Q3 2025, and requires quarterly reporting on supplier diversification, inventory resilience metrics, and onshoring progress.
