NY/NJ Port Launches $39M ZEV Voucher Program for Drayage Trucks

The Port Authority of New York and New Jersey is slated to launch a voucher program to reduce the cost of zero-emission drayage and yard trucks.

Voucher Allocation and Eligibility

The port is allocating up to $39 million of Environmental Protection Agency grant money for the point-of-sale discounts with OEMs and dealers.

A fact sheet lists the Class 8 drayage truck voucher amount as $230,000 and off-road terminal truck discount as $150,000. The effort is slated to start this fall with OEMs picked on a rolling basis based on sign-ups.

The program administrator CALSTART will develop dashboards for the new programs, which are slated to start this fall.

Complementary Charging Infrastructure Initiative

In a parallel move, another outreach will give $5 million toward new charging stations.

This initiative — called the Green Drayage Accelerator — will build charging hubs within 10 miles of the port. Sites will be constructed to support zero-emission vehicle operations in proximity to key maritime logistics infrastructure.

The Port Authority of New York and New Jersey published this announcement on September 11, 2026.

Los Angeles Port Handles 2.9M TEUs in Record Three-Month Stretch

The Port of Los Angeles set a new record by handling over 2.9 million TEUs from June through August 2026 — its busiest three-month period ever. August volumes totaled 955,000 container units, matching last year’s figure, with 500,000 import containers — 7% above the five-year August average. Exports fell 9% year-on-year to 115,500 units, while empty container arrivals rose 4% to over 340,000. The National Retail Federation now projects U.S. import volumes will stay elevated in September before declining through the rest of 2026, citing China weather delays and Panama Canal rerouting. Gene Seroka, port executive director, called it an 'exceptionally strong summer.'
