De Minimis Repeal Drives Cost Surge

The U.S. government permanently eliminated the de minimis duty exemption — which had allowed imports valued under $800 to enter duty-free — effective January 2025. This policy shift directly increased landed costs for Shein’s ultra-fast-fashion model, which relies on high-volume, low-value parcel shipments from Asia to U.S. consumers. The company confirmed in its regulatory filing that the change contributed significantly to margin compression and operational recalibration across its North American fulfillment network.

Geopolitical Headwinds Compound Pressure

Beyond tariff policy, Shein cited multiple external stressors: the paused but unresolved U.S.-China tariff wars, and the U.S.-Israel war on Iran, which the company stated “cooled demand, increased costs and caused delays of deliveries in some markets.” These disruptions affected both consumer purchasing behavior and cross-border logistics velocity, particularly for air-freighted apparel consignments transiting through volatile Middle East airspace and Red Sea corridors.

IPO Preparations Continue Amid Uncertainty

Despite the financial reversal, Shein is advancing plans for a stock market debut in Hong Kong. Its regulatory filing confirms the IPO is underway, though it provides no details on timing, size, or pricing. The company remains headquartered in Singapore and was founded in China. Its largest U.S. distribution center — located in Whitestown, Indiana — opened in November 2022 and serves as a key node for last-mile delivery across the Midwest and Eastern Seaboard.

Pricing and Sourcing Adjustments Underway

To offset rising duties and logistics expenses, Shein stated in its filing:

“In response to the increased duties and taxes, we are pursuing a wide range of options, including increasing our prices in the U.S. market to offset a portion of the increased costs.”

The company has also accelerated nearshoring experiments, expanding third-party manufacturing partnerships in Mexico and Vietnam to reduce dependency on China-based suppliers and shorten lead times for U.S.-bound goods.

Broader Industry Implications

The $99 million loss underscores how rapidly regulatory shifts can destabilize lean, cross-border e-commerce models. Customs and Border Protection (CBP) has collected over $1 billion in new duties since the de minimis repeal took effect — a figure corroborated by independent trade data cited in related SupplyChainBrain coverage.
