By 2030, it aims to fully meet logistics service capacity needs across concentrated production zones — especially for priority commodities including rice, coffee, shrimp, tra fish, fruits and vegetables, cashews, wood, rubber, and livestock.
The plan mandates that 100% of concentrated agricultural, forestry, and aquaculture production zones must be equipped with full traceability, quarantine, inspection, testing, quality certification, processing, and market development services. It also requires 80% of agricultural logistics enterprises to adopt digital technologies and implement digital transformation to reduce time and cost.
Geographic and Infrastructure Rollout
To achieve these goals, the ministry directs 34 out of 34 provinces and centrally governed cities to develop localized logistics plans, allocate resources, and build infrastructure—including cold storage facilities, collection yards, transport fleets, and specialized services aligned with regional production characteristics. These local systems must interconnect with regional logistics hubs, seaports, expressways, and border checkpoints.
Key infrastructure investments include cold storage warehouses, strategic reserve depots, consolidation centers, and transport vehicles tailored to each locality’s agro-product profile. The ministry emphasizes leveraging Vietnam’s geographic advantages and natural conditions to cut transportation time, lower logistics costs, and minimize post-harvest quality loss.
Technology Integration and Governance
The plan prioritizes adoption of advanced technologies across the agricultural logistics chain: artificial intelligence, blockchain, big data analytics, e-commerce platforms, and digital supply chain management. It also calls for strengthened trade promotion, expanded international cooperation, and targeted foreign investment attraction into logistics services.
Human capital development is central to implementation: training programs for logistics personnel, capacity-building for officials, cooperatives, and enterprises, and policy reforms on land use, finance, and administrative procedures. The ministry explicitly endorses public-private partnerships (PPP) and is researching incentive mechanisms to accelerate private-sector participation.
Implementation Framework and Coordination
The Ministry of Agriculture and Environment has assigned the Department of Quality, Processing, and Market Development to lead coordination with the Central Steering Committee for New Rural Development and other relevant agencies. Their mandate includes guiding localities in building logistics infrastructure—such as pre-processing centers and cold-chain transport—aligned with Vietnam’s 2026–2035 National Target Program for New Rural Development and Sustainable Poverty Reduction.
Provincial Departments of Agriculture and Environment are instructed to reassess local production structures—agricultural, forestry, and aquaculture—to align them with logistics infrastructure planning. They must also support land allocation and essential infrastructure for logistics center construction and propose new or revised agricultural logistics hub projects for approval by competent authorities.
The plan further promotes integrated value chains: establishing production-consumption linkages in key raw material regions and reorganizing farming through cooperative models—farmer groups and cooperatives linked with enterprises and traders—to ensure consistent quality, safety, and sustainability via logistics centers.
