Tariffs Top the Risk Agenda

The USFIA Fashion Benchmarking Study 2006 — cited in the report — identifies tariffs and evolving trade policy frameworks as the leading external risk facing apparel supply chains this year. Over 72% of surveyed companies confirmed they are actively accelerating sourcing diversification strategies, a figure up from 58% in the prior benchmark cycle. This shift reflects mounting pressure from U.S. Section 301 duties on Chinese apparel imports, new EU anti-subsidy investigations targeting Vietnamese and Cambodian garment exporters, and uncertainty around potential 2026 renegotiations of the RCEP textile rules of origin.

Contract Renegotiation and Regional Shifts

To buffer against tariff volatility, firms are revising supplier contracts with explicit clauses on duty-sharing, cost pass-through mechanisms, and country-of-origin verification. Operational Responses and Capacity Constraints

Diversification is not without friction. Meanwhile, over 65% of sourcing teams reported adding at least one full-time trade compliance specialist to their staff since Q1 2025. The report highlights that 41% of companies now conduct quarterly tariff impact simulations using third-party trade analytics platforms — a practice adopted by just 12% in 2022.

Strategic Trade-Offs Emerge

While diversification improves tariff resilience, it introduces new trade-offs. Average landed cost per unit rose 5.3% across the sample in H1 2026, driven largely by higher air freight premiums and smaller minimum order quantities (MOQs) required by newer suppliers. As one senior sourcing director stated:
