Leidos, DHL ink alliance to bid for UK MOD’s 10-year defense logistics contract

According to www.parcelandpostaltechnologyinternational.com, Leidos and DHL Supply Chain have formed a strategic alliance to compete for the UK Ministry of Defence’s (MOD) Future Defence Support Services (FDSS) program — a 10-year defense logistics contract expected to span multiple phases through 2036.

Integrated Alliance Targets Resilience and Scalability

Operating as the Logistics & Mission Support Alliance, the partnership combines Leidos’s defense systems integration expertise with DHL’s global logistics infrastructure and operational scale. The alliance is structured to deliver integrated, resilient, and scalable logistics capabilities across complex and contested environments — including surge capacity drawn from existing infrastructure in UK, Germany, and the Netherlands. According to the report, this design enables continuity of supply and rapid recovery during disruption, directly supporting armed forces readiness.

The companies state that the alliance would modernize defense logistics by improving visibility across demand, inventory, and assets — enabled by artificial intelligence, data analytics, and automation. These technologies aim to support faster decision-making and enhance operational effectiveness across all echelons of UK defense operations.

Leadership Vision: Data-Driven Agility

Adam Clarke, CEO of Leidos UK & Europe, emphasized alignment of capability, data, and decision-making:

“Leidos and DHL bring together proven delivery expertise and complementary strengths to transform how defense logistics is delivered. Through this alliance, we are aligning capability, data and decision-making to enable faster, more resilient and more precise support to the UK’s armed forces. By combining advanced technologies with deep operational experience, we will strengthen readiness, improve visibility and deliver the agility defense needs to respond with confidence in an increasingly complex and contested environment.” — Adam Clarke, CEO of Leidos UK & Europe

Martin Willmor, CEO of DHL Supply Chain UK&I, underscored the timing and strategic fit:

“The FDSS program presents an opportunity to modernize support of UK defense at a time of increasing operational complexity. DHL brings global logistics scale, advanced digital capabilities and proven operational leadership, and by working in partnership with Leidos, we aim to enable a more integrated, resilient and responsive supply chain that helps the MOD maximize its strategic advantage.” — Martin Willmor, CEO of DHL Supply Chain UK&I

The alliance submission follows the MOD’s formal procurement launch in Q2 2026, with evaluation scheduled to conclude before December 2026. If awarded, the contract would cover end-to-end logistics services — including warehousing, transportation, inventory management, and mission-critical spares distribution — across over 40 UK military sites.

Broader Context in Defense Logistics Modernization

This bid reflects a wider trend among major logistics providers entering defense contracting via strategic partnerships. In 2025, FedEx launched a dedicated life sciences organization — signaling increased focus on high-compliance, mission-critical supply chains. Similarly, DP World deployed 35 electric terminal tractors at Jeddah port in July 2026, demonstrating parallel investments in sustainable, digitally enabled infrastructure. For supply chain professionals, the Leidos-DHL alliance illustrates how dual-capability partnerships — blending domain-specific systems integration with global physical execution — are becoming essential for winning large-scale, long-duration defense contracts requiring both technical rigor and operational scalability.

The FDSS program replaces legacy frameworks dating back to 2014, aiming to consolidate fragmented logistics support under a single, outcome-based service model. Industry analysts note that successful bidders must demonstrate not only current capability but also verifiable scalability — including proven ability to ramp up personnel, technology deployment, and asset mobilization within 72 hours of activation notice.
